Welcome to **The Dealer Download, powered by RS&I.**

Building a fiber network that reaches more than 60 million locations requires far more than installing cable. It takes years of planning, construction crews, permits, equipment, access to capital, and the ability to coordinate enormous infrastructure projects across multiple markets.

AT&T has been assembling several of those pieces through a series of major agreements and acquisitions.

The company completed its $5.75 billion acquisition of substantially all of Lumen's Mass Markets fiber business, announced a multi-year agreement with Corning worth more than $3 billion, and reached an agreement with Global Infrastructure Partners and CPP Investments to establish a new fiber infrastructure joint venture.

Each development addresses a different challenge in building a national fiber network. Together, they help explain how AT&T intends to expand its footprint while changing the economics of who builds, owns, funds, and operates the infrastructure.

For Authorized Dealers, the implications extend beyond construction. As the fiber footprint expands into additional markets, new opportunities can emerge in places where AT&T Fiber wasn't previously available.

### AT&T's Ambition Goes Beyond Traditional Fiber Expansion

AT&T is pursuing a fiber footprint exceeding 60 million locations by the end of 2030.

Reaching that scale requires a combination of organic network construction, acquisitions, partnerships, and new financing structures. No single agreement can accomplish the entire expansion.

Understanding how those pieces fit together provides a clearer picture of where the company is investing and why.

### The Lumen Acquisition Adds More Than Customers

In February 2026, AT&T completed its $5.75 billion acquisition of substantially all of Lumen's Mass Markets fiber business.

The transaction brought more than one million fiber subscribers and more than four million fiber locations across 11 states.

It also provided additional fiber construction capabilities, which can support future expansion. Instead of beginning every market from scratch, AT&T acquired an existing customer base, network footprint, and operational resources.

### Corning Supplies the Physical Foundation

Fiber expansion depends on the availability of enormous quantities of specialized materials.

AT&T's multi-year agreement with Corning, valued at more than $3 billion, helps secure fiber and cable for its continued network construction.

The agreement illustrates a basic reality of telecommunications infrastructure: ambitious coverage targets require dependable manufacturing and supply chains long before customers can purchase service.

### The New Joint Venture Brings Infrastructure Investors Into the Picture

AT&T, Global Infrastructure Partners, and CPP Investments have agreed to create a fiber joint venture combining Gigapower and Forged Fiber 37.

Under the announced structure, AT&T will own 50% of the new company, while GIP and CPP Investments will collectively own the remaining 50%.

The joint venture is intended to operate as a wholesale commercial open-access fiber provider, helping AT&T expand beyond its traditional wireline territory while sharing the capital requirements with infrastructure investors.

### What Open-Access Fiber Actually Means

In a traditional vertically integrated model, the same company may build the network, own the infrastructure, and sell internet service to customers.

Open-access fiber separates some of those responsibilities.

A network company builds and operates the physical fiber infrastructure, while internet service providers can use that network to deliver services to customers under commercial agreements.

That means the company providing a customer's internet service doesn't necessarily have to own the fiber carrying the connection.

### Why Infrastructure Investors Want Fiber Networks

Fiber infrastructure requires substantial upfront investment, but well-positioned networks can support long-term demand for broadband connectivity.

That makes fiber potentially attractive to investors seeking exposure to essential infrastructure.

By partnering with investors, telecommunications companies can share the cost of network expansion while continuing to focus on service delivery, customer acquisition, and other parts of their businesses.

### A Capital-Light Approach Can Expand AT&T's Reach

AT&T describes the new joint venture as a capital-light approach to expanding beyond its traditional service areas.

Rather than funding every new network entirely through its own balance sheet, AT&T can work with partners that invest in and operate the infrastructure.

That structure can create opportunities to enter markets where the economics of a fully company-owned build might otherwise be more difficult.

### The Network and the Service Are Becoming Separate Businesses

One of the most important trends in telecommunications is the growing distinction between owning infrastructure and owning the customer relationship.

The company manufacturing the fiber, the investors financing construction, the organization operating the network, and the provider selling internet service may all be different businesses.

We've seen versions of this model in wireless, where carriers use tower infrastructure they don't necessarily own. Fiber has different economics and operating requirements, but the broader principle is similar.

A provider can serve customers without owning every piece of infrastructure involved.

### What AT&T's Expansion Means for Authorized Dealers

For Authorized Dealers, network expansion creates potential sales opportunities, but availability must be verified at the address level.

Acquisitions, joint ventures, and open-access networks can introduce AT&T Fiber into markets outside its historical footprint.

That makes it important for dealers to stay informed about coverage changes rather than relying entirely on where service was available previously.

### Today's Infrastructure Investment Creates Tomorrow's Customers

Fiber networks don't generate customer relationships simply by being built.

Once locations become serviceable, providers still need to acquire subscribers, explain available products, and help customers make purchasing decisions.

That's where the network expansion story connects directly to the sales channel.

The infrastructure being financed and constructed today creates the markets where providers and Authorized Dealers will compete for customers tomorrow.

## Strategic Takeaway

AT&T's recent announcements are easier to understand when viewed as different components of one larger strategy.

The Corning agreement addresses the physical materials required for construction. The Lumen acquisition adds an established fiber footprint, subscribers, and construction capabilities. The proposed joint venture introduces outside capital and a wholesale open-access structure for expanding beyond traditional service areas.

Together, these moves demonstrate how large-scale telecommunications expansion increasingly depends on partnerships across manufacturing, finance, infrastructure ownership, network operations, and customer service.

For Authorized Dealers, the important question is not simply how many locations AT&T plans to reach. It's where those locations will be, when they become serviceable, and how quickly dealers can recognize new opportunities.

The AT&T Fiber footprint is changing. Markets that weren't part of the conversation a year ago may become relevant as new infrastructure is built and integrated.

The network being built today creates the customers dealers will be competing for tomorrow.
